The first evaluation of the Scheme was conducted at two levels – the territory-wide and the school levels.
Territory-wide Evaluation
At the territory-wide level, an in-depth longitudinal and cross-sectional evaluation was conducted in 2004-06 to evaluate, across participating schools, the extent to which the four key objectives of the Scheme were being achieved. The evaluation was commissioned to the University of Melbourne. About 140 participating primary schools were involved in this three-year evaluation.

School Level Evaluation
At the school level, schools not participating in the territory-wide evaluation conducted a school reflection exercise with the aim of evaluating the effectiveness of the Scheme in their schools.
To provide these schools with guidance and support in evaluating the effectiveness of the Scheme at the school level, the Advisory Teaching Team (ATT) conducted workshops for NETs and SETs on 'School Reflection' from 2002 to 2005.
